Choosing a procurement route is one of the most consequential decisions made at the beginning of a construction project. It determines who designs, who carries risk, who controls the supply chain, when construction can begin, how much price certainty is achievable—and how the parties will behave when design, programme and cost pressures collide.
Construction Procurement Strategy: Routes, Risk, Control & Pricing is a practical course designed to help construction professionals move beyond simply knowing the names of procurement routes. It develops the ability to choose a procurement strategy that fits the project, align it with an appropriate pricing model, and understand the commercial consequences of that choice.
The course follows Rocklane Builders and Southmoor Retail Group as they plan a retail park with design only about 30% complete and a demanding month-14 opening target. The project team must decide not only how the project should be procured, but how risk should be allocated, how much control the client should retain, how the works should be priced, and when an evolving commercial arrangement should finally be converted into an agreed deal.
From Procurement Route to Commercial Strategy
The course begins with a fundamental principle: choose the risk, design and control structure before choosing the contract form.
You will examine the major procurement approaches used across construction projects, including traditional contracting, design and build, two-stage tendering, management contracting and construction management. Rather than treating these as definitions to memorise, each route is examined through the practical questions it creates: Who controls the design? Who carries design and coordination risk? When can construction start? Where does price certainty come from? What capability must the client retain?
The course also examines partnering and frameworks, showing where collaborative arrangements can support delivery while recognising that collaboration does not make contractual risk disappear.
Pricing the Risk
Procurement strategy cannot be separated from pricing strategy.
You will explore five important pricing approaches—lump sum, cost plus, target pricing, GMP-style caps and rates-based pricing—and examine the behaviours and risk allocations each can create. You will learn to match the pricing model to design maturity, project uncertainty and the client’s appetite for cost and programme risk.
The course then brings route and price together through the problem of conversion: when should an evolving or two-stage arrangement be converted into a committed price, particularly when design remains incomplete and programme pressure is increasing?
